The electoral process in Somalia is peculiar and complex. For a start, it is Selection process and citizens are not directly participating in the process.
As the reconfigured Federal Electoral Implementation Team (FEIT) has re-elected its chairperson, insiders are expecting the FEIT to collide head-on with the by PM Rooble appointed Technical Election Support Team due to major overlap of mandates.
With the State Electoral Implementation Team (SEIT) of Somaliland and Banadir community in disarray, Prime Minister Rooble remains silence.
The Banadir community are complaining about interference. Some of the elders stated that NISA and the office of the president are competing to influence the process of establishing a SIET for Benadir and that these interferences are causing a lot of unrest and delays.
Due to FGS interference, the Somaliland SIET ended up having a parallel process that brought about two competing SIET. Rooble not only remained silent on this development, but members he proposed to the Somaliland SIET and his Deputy Prime Minister have been actively undermining the process.
It is not yet clear what this means for the ambitious timetable, but it is clear that the situation is ripe for an intervention.
The incumbent MP for this seat, Abdirahman Mohamed Hussein Odawaa is facing strong competition from contester Abdirahman Yusuf AL-ADALA.
Odawaa has served the country as FGS Minister of Interior and Federal Affairs of Somalia. Odawaa was appointed on 27 January 2015 by the then Prime Minister Omar Abdirashid Ali Sharmarke and is a close friend of former President Hassan Sheikh and the two are member of the same political party.
Odawaa is capitalising on his achievements during his term as Minister and the development projects he personally funded to support his constituency. These projects include water wells, scholarship and other specific projects for disabled people.
Al-Adala is currently the FGS deputy Minister of Information is loyal to president Framaajo.
Having the full support of the FGS will help Al-Adala and will give him a good chance of winning the seat. Having the FGS support can open for him doors and provide him with access to resources. With an estimated $475,000 as required campaign money for this seat, finance is and likely to remain an important factor.
President Farmaajo is determined to make sure that Odawaa is not re-elected for another term as MP representing the Salebaann community of Habar-Gidir. Odawaa succefly defied Farmaajo on the attempted presidential term extension and the extradition of Qalbi Dhagah to the government of Ethiopia.
The May 27 Agreement between Somalia’s national and Federal Member State leaders have boosted the confidence aspirant MPs and Presidential candidates have in a possible parliamentary and presidential elections taking place in Somalia, in the foreseeable future and on the basis of the September 17, 2020. As result of this, SomaliPolls is experiencing surge in the requests from aspirant MPs who are requesting to be added on the seat for which they are contesting.
Seats that otherwise were considered to be ‘assigned’ to the incumbent MP, are now publicly challenged and delegates are pressured to allow ‘outsiders’ to compete for these seats.
Seat HOP#147 is of interest to the opposition (the presidential candidates) and President Farmaajo.

Although experts estimated the required campaign money to secure this seat to be around $350,000, this is considered to be average for a Federal seat in Galmudug State.
With Mukhtar Uti joining the race, the forthcoming election is now likely to attract the attention of the youth and sport community.
